VH4: Main fuse keeps blowing

The main fuse in my '02 VH4 keeps blowing :(

I've pulled all the power tubes but the fuse still keeps blowing when amp turns on, the tube fuses looks fine so I guess it's not tube related...?

One of the resistor under a power tube seems like it's melted, could this cause the man fuse to blow?

That looks like a Ceramic wirewound resistor, they can burn out, but they don't melt (well at least that ceramic case does not) . That looks like some glue they used to hold the ribbon cable in place.

Any tube can still light up after they fail. Actually most do. The light you see is the heater which is a totally separate element of the tube.

You could have a shorted preamp tube, this could cause a fuse to pop. You could have a bad capacitor, or a shorted power transformer, etc.
