Actually they can and do. That's why police do investigations to determine if any laws were broken. Time, place and manner along with threats are NOT covered in the First Amendment. for example, I can be in the middle of a street and yell fire or bomb and be fine. However if I yell fire in a movie theater or bomb on a plane, the manner of what I said is not protected speech. I also can't threaten someone with speech. I can provide more examples, but you can do your own research.Those two ideas can't really coexist at the same time. Either you're free to speak without government repercussions or you're not.
