You can try to change the pickup ring springs. I had an issue with them adding weird noise in the past on one of my guitar. And check the wires from the pickups if they are not too tight and act like a string.

The 6L6 tubes in Herbert seem legit, they are the new diezel stock tubes (6L6 redbase by TAD). The tubes in VH4 look like KT77 by JJ and the 6L6 letters are probably just a serial number. My KT77 have 16K8 on their backs.
This is strange. Can you provide us some photos of the tubes? I think that the label directly on the glass is the right one. The stock tubes have changed over time. For some years the JJ KT77 were stock poweramp tubes but now they have been swaped for 6L6 due to the JJ tubes shortage.
It's not necessarily a scam. Paypal suspended its services in Russia a few months ago. A lot of companies based in Russia have troubles using PP (or Google or Apple pay) for quite a time now. But to be honest I would not risk using services other than PP or Reverb.

The loss of the lowend and harsh sound could be a symptom of bad or worn powertubes. Check the bias for sure and check the HT fuses and LEDs on the rear panel.

My slanted Mesa OS with VH4 or Herbi si a killer combination. I'm pretty conservative with the bass settings on the heads and the cab is on wheels but so far no flub unless I crank the bass or depth control.
