Changing preamp tubes doesn't affect the output tube bias. It's not a bad idea to check the bias even when you aren't changing output tubes. Did he add those banana plug test jacks on the back panel of your amp?

The heaters should be ready in 1 minute. If you put in a new set and the bias is way off it could damage them in seconds after throwing the standby. So you would make sure its close right away. Then leave it on and make sure it stays in range.

Yes, that should be fine. You will want something that has similar lead spacing. I doubt it is even seeing any high voltage with that small of a value cap. Silver mica might be a better way to go. I've heard a lot lately about ceramics not being the best choice for audio.

If you have to enlarge the holes, use a long skinny reamer. The drill motor could leave some bad tearout.
