Well the time has finally come, I've busted some power tubes and now it's time to rebias for the first time

I've watched a bunch of videos on it and bought the Eurotubes probe and all that my only question is on the plate voltage... Does that ever change? If I measure it once and do the calculation for the right percentage to bias it to, that's the only time I'd need to do that right? Then just adjust the bias based on the tube

Yes, plate voltage can change. Mostly due to the voltage the amp sees coming out of the wall. But it won't really make a huge difference. You can measure plate voltage once, assuming your wall voltage is good, then just use that number in the future without measuring.

Investing in a voltage regulator would make the voltage the amp sees on the mains more consistent. But meh... I havne't noticed a huge difference.

Plate voltage changes a little as you adjust the bias up or down.
