Yes and yes. They are priceless for tuning amps.

I just wire in a potentiometer as a variable resistor using gator clips. Tune by ear, remove, measure.

I have one for resistance and capacitance. A pot will work for resistance but the only way to test for capacitance without a box is a ton of loose capacitors.
