when running just the amp, so nothing in the loop or pedals in the front, do you still have the humm?
 
Most likely a tube related issue. The tubes being new doesn't mean anything unfortunately.

I'd recommend changing the first three (V1-V3) preamp tubes to see if it kills the hum.

Are you sure that the hum is not coming from you guitar? Don't put the guitar tot close to the transformers. Did you check the cables?

there is a "Hum Balance" pot in the amp but that doesn't seem to be your issue..... After you make sure it's none of the tubes, the amp is biased properly, it's not a guitar cable, it's not your guitar, and it makes the same hum at someone else's house (it might be some VERY dirty power in your house but I doubt that too) then check your hum balancer. Here's a picture of it on the board. It's probably a pre-amp tube or guitar/cable though. GOOD LUCK!!!!!!!

Do you have your amp in a rack?
I got hum problems when putting my Herbert into a rack. I isolated each other rack unit with tape so that they dont touch each other and the hum was gone... Just a little hint ;)
 
Two initial thoughs:
1. Ground loop
2. Tubes

1. can be found out by removing everything else from the signal chain except guitar and cab - As shadow070 stated.
2. is cured of course only by changing tubes.
