Fair Price For Herbert (Used)?

Given the US import costs on something of this weight & value, it's not actually a bad deal. Though I have seen herberts on ebay used for £1600/$2500.
If the amp is in virtually as-new condition, go check out the US distributor prices. Bare in mind that the US distributor will provide a full warranty. It'll make you feel better about the price knowing how much a brand new one goes for.
If the guy wants cash, then few people have the money to part with that kind of cash for a luxury item. He'll likely need the money for another expensive item he's buying. My guess is he's probably desperate to sell it.
He'll also have gone in heavy with his ask. You'll want to haggle him down & you should be prepared to walk away. Don't pay more than you've budgeted for.

FYI A brand new herbert in the UK will cost around $3700, even with the reduced shipping fees.
 
3400 seems too much today, last year i seen a couple in the 2700 range.
i paid 2950 shipped for mine and it was in mint condition and less than 2 yrs old at the time i bought it which was a couple years ago.
