Looks like the ESP Arming Adjuster. I have the ESP on a few guitars and it works well.
I have it set so that I can use the Floyd fine tuner to moving from Standard to Drop D without any issues but I can still dive and pull up if wanted. It obviously won't flutter with any device like this.
It just takes some adjustment. You want to tighten the spring claw screws against the Arming Adjuster so that the Floyd doesn't lift when you detune to Drop D. And for that, you have to adjust the Arming Adjuster's internal spring to push back against the Floyd block to keep it level despite you tightening the spring claw screws.

I was hoping for a magical device to allow full float and flutter but no pitch drop when bending strings. So unison bends are just like a stoptail. And still feel great. Is that so much to ask?
