These resistors on the power valve sockets you speak of are likely the screen grid resistors, and if one or more goes out, then you're operating in a genuine fail mode and the amp should be powered down and taken to a tech, not just an "oh noes mah ampz is not lowd no moar! Guess i'll keep playing until it gets loud again." situation.
If you're having volume issues with only the higher gain channels, i'd look into swapping out preamp tubes in the later stages, as one may have gone south and isn't performing like it should. Overall loudness issues are likely power-tubes, but can also be numerous other things like dirty input and/or fx loop jacks, bad power supply capacitor, bad input stage preamp tube, among others.
