How to use 2 amp effect loops, and other stereo Qs

EDIT: Just one original question left...

Are there other options to split signal, rather than an ABY pedal? I want something that will lift the signal and not just a passive splitter, but I want to get it into the rack and off the pedalboard. I'm currently using a cheap Livewire Solutions passive ABY and want to upgrade.

The rack I'm building will be something like this:

ISP Decimator ProRack G Stereo
Furman Power Conditioner*
Dual Channel 31-band EQ**
Korg DTR Tuner

... with Uber and Dual Recto amps.

** Which power conditioner do you suggest to power this rack, two amps, and a Voodoo Lab powered pedalboard? The Furman P-1800 PF R was suggested to me, but it's expensive. There must be some cheaper models that would be safe enough.

** Would the ART 355 Dual Channel EQ be good enough, or should I invest money into something higher quality? This is just for the effects loop in each amplifier. What do you suggest?
 
I use to a-b two combos (one clean one dirty) I needed my pedalboard in both amp's loops for delay and chourus. ZOO-BOO custom pedals built me an AB box with a splitter to run both loops. It works perfectly. I switch amps and the loop signal switches as well. I just went to the website and that box is now in his catalog. The pedal is holding up fine after 3 years. Hope this shed some light.
 
you can always put it in the pedal tray in the rack if you want. for amp head changers if you can find a mesa boogie head switcher http://homepage.mac.com/mesaboogie/switch.html used I have heard that are good. radial makes a bunch of stuff as well and this makes for a good read about splitting your signal.
