The first obvious effect it looks like people are going to go without food.....then the farmers are going to be bankrupted and out of business supplying food to the people who need to eat food to live. I bet if Mr. Gates owned these farms(did you know he is the US's largest farmland owner) those would have water....at least until he didn't want water since he is a great philanthropist and wants to feed the world.

I imagine the aquifer was at the same level back before planting season, why didn't the bureaucrats make the announcement prior to planting season? Then the farmers just would not have planted, at least they would not be out money for seeds, fuel and labor, they could just take the year off... relax then come the fall when people have no food, problem solved, all the surface water could then go to the aquifer....Hungry people be damned.

I guess since most people think food comes from grocery stores, FOOOOOOK the farmers......................
