Is white noise normal?

I hear it through my PA speakers and 4x12's even after I had my electrical completely checked out and inputting an isolation transformer. Just trying to put together this karaoke jam room and I'm constantly plagued my unwanted noise no matter what I do. I also set my gear up so that none of the signal cables and power cables are near each other, didn't work :*(
I have an ISP pro rack G decimator and it doesn't even remove the white noise.

depends on the gear really. Some PA, specially lower end stuff, will have a noisy signal path no matter what you do. So it may be in the gear too.
 
Ok thanks Audioholic, I disconnected all the cables going to the mixer & yet its still there...are there noisier power mixers than others?
See I get it that there will be noise with high gain guitar amps etc... but with a PA?

Anytime something is amplified you are amplifying the noise floor along with the signal that you WANT to amplify. There are lots of reasons for noise and really no ways of getting rid of it completely, just minimizing. Better designed products will have less noise as Audioholic pointed out, but in my experience, good design and price point don't always correlate.
