Le Bass not affecting sound

I have a problem with my Le Bass pre amp, it sounds the same with the pedal powered, unpowered, on or off.
Get the same unaffected sound from the headphone out.
Best way to describe it sounds like the guitar signal isn't getting put through the pre amp circuitry in any way.
Any idea what could be causing this?
