Quick question, I just bought a mesa dual rec rev F off reverb. Small logo, hardwired power cord, 1/21/93 on board and the letter F also. however, the ohm jacks are 16 8 4 4. aren't they supposed to be 16-8 16-8 4 4?

I think there are a few things possible. There’s the Rev F circuit board. There’s the serial loop. And there’s the use of the Mark III transformers. I think most “Rev F” Rectos had all three. But towards the end I assume it’s possible that there could be a Rev F board with a serial loop but with the later Recto-only transformers (which had a real 16 ohm tap).

Was that up in Canada? I just bought a GREAT early Triple or I would've grabbed that, for 1060 that was a good deal. I think he told me the serial was 25xx so that should have the Rec transformers, from what I've read. But if the board says F it's an F.

It has the correct transformers. It’s serial number is in the 1500 area

The speaker outputs aren't necessarily indicative of what transformers are in the amp. My '93 Rev F has no dedicated 16 ohm jack and it's got the Mark IV transformers, not Mark III.
