I'm sure it was completely natural and no human intervention whatsoever triggered numerous millennia of evolution in the ten years since the virus was last seen in the wild. The more likely answer is that it evolved to a point where it created it's own laboratory to induce mutations upon itself.

7 billion people who toss it to and fro MIGHT just play a role as well? Many of those 7 billion travel a lot, and meet many people, where some might be more responsive. They mix it up with their immune system, and it mutates a little. So on and so forth.

Of course there might be a world wide conspiracy, but since elections in democratic countries often are done every 4th year, and not simultaneously.. There would be several million people in on it. If it was a master plan behind it, it's admirable how everyone managed to keep their mouths shut.

Yeah, except no one ever claimed it was a master plan involving millions of people. Nor was there a wild strain evolving among humans for the previous decade to feed your theory of it being passed from one person to the next this whole time. Politicians and reporters aren't required to hold Doctorates to open their ignorant mouths.
