Rack-mount Equivalent to H9 max?

TLDR: Love the H9's sounds, dislike the interface. Buying each pedal individually isn't an option to get the knobs to physically turn.

Is there a rack equivalent?

For those who have used the app-based interface, is the app as hard as it seems to use intuitively?

I use the iPad with the H9 and besides being initially confused about the different „banks“ it is very intuitive. Get a cheap iPad and your issue is solved.
