Where you can move little pedals, amps and add your own guitar pic around and add cable types, lengths and stuff. Doesnt have to be brand name stuff, like this image:

To what end? So you can figure out how different effects vary sound when placed in different places in the chain?

Nan just to set a wiring diagram when thinking about it. Also if you are looking to buy a new pedalboard or need specific cables you might wanna tally the length, size, and type you need. Ive spent weeks coming up with mine and heres what I came up with. Looks kinda shotty, but itd still be fun to play around with an online one.

So what ive got here is my guitar goes into my death metal distortion then into my hot rod distortion, into my envelope, into my tremolo, then into my EQ, the my noise supressor decimator then into the amp. (Or possibly into my sonic maximizer then into the amp)

Then in the effects loop I have my phaser, delay, flanger, reverb, chorus, harmonizer, (possible EQ) then through the decimator g string again and back to the return. (Or possibly through the sonic maximizer if I decide I wanna put it in the loop. The c in the front is my compressor, but i dont like it that much so i might not use it.

Not exactly sure where im gonna put my EQ, envelope and tremolo, i heard it sounds better in a direct line rather than in the FX loop when you have a parallel loop.

That would be pretty cool. I'm always designing effects signal paths on paper. This would be a neat alternative.

What about this site? Pretty cool actually. I planned my new PT-3 board on this site...http://pedalboardplanner.com/
This is awesome. Although I can't believe that with all the somewhat obscure pedals they do have in the list they're missing T-Rex.

Whoever does that site should look into exporting all of their assets into an OmniGraffle template. It's a great program for the Mac which does exactly what the OP is looking for and what this web site does but a lot easier to work with.

Just used that website to mock up my dream rig (the Dist. + should be a T-Rex Michael Batio Overdrive and the Super Shifter a PS6 Harmonist).

Unless it was tied into a massive authentic and perfectly replicated database of sounds that would mimic the changes in the chain with the varied stomps in it - I wouldn't want to mess with it. If i was in jail doing hardtime, maybe. But as it stands right now, I've got 20+ choice pedals that I can't for the life of me decide how to place (it changes every time I play) them on my 2+ year make-work pedalboard project.

Rooster, if you're reading this - thanks for your patience and perseverance
