Throughout history we had Vikings and conquerors and pirates. Even the Nazis had a fun name. It would all be considered “terrorism” today wouldn’t it?

Not sure when that came to be a popular name. They called them "Terrs" in Rhodesia and that was the 60s-70s. It's just politically or ideologically motivated violence which can encompass many things.

Nazis actually WERE the government though Hitler’s need to conquer Europe certainly qualifies.
Vikings, eh, maybe. Although they generally assimilated into the places after they terrorized them. They really weren’t bent on changing anyone’s politics though. Many of them actually converted to Christianity
