Technique Question - Picking Hand Brett Garsed

Stumbled into an old Brett Garsed video - holy shit that guy can play! while I was watching I kept noticing what appeared to be the 2nd and 3rd fingers of the picking hand picking strings during longer runs that move string-to-string and arpeggios. For reference, check out a couple of licks at like the 0:40 mark.

What is he doing? What's the name of this technique?

I've seen lots of hybrid picking in country styles but never even fathomed its use in the rock arena. I use that technique for double-stop stuff but I'm going to have to woodshed on how to do it to make the smooth transitions he's making. May have to grow the nails out too :D
 
Ian Thornley does it as well in his playing as does many others. Andy Wood is fantastic at it as is Steve Stevens when he wants to utilize that technique.
 
is there a specific scenario where they employ the technique or does it vary? a quick search of the ol' interweb was less than helpful for anything other than the country application - anyone know of resources on this?
 
Probably 17-18 years ago, I went out and partied with Joel Hoekstra, T.J. Helmerich and Brett Garsed. Talk about feeling like the inadequate guitar player in the room... :cry: :lol: :LOL:

Brett's instructional is on youtube, plenty of resources there to keep you busy if you want to learn to hybrid pick. Good luck! :rock:
