In 1981, Jimmy Carter raised minimum wage to $ 3.35 an hour and with Ronald Reagan, he (Ronnie) stagnated wages, while giving Oligarchs a tax free existence ( Trickle Down / Voodoo Economics ) at the expense of the Majority of Americans .
Ronald Reagan was the Father of American Austerity, that persist today.
It wasn't until 1990, that many Americans finally got a raise .

1981's $ 3.35 minimum wage, is today's $ 11.09 .
Many Red States, minimum wage is only $7.25 an hour or if they are lucky, $ 8.00 an hour .... still living below the Poverty Line .
