tubes with particles inside ?

dear gurus... i wonder if it be safe to put power tubes which the tube itself has got glass particles or particles from within parts of a tube itself ? have gotten a pittbull UL shipped and just that i inspected and gently shake the power tubes it has glass particles inside the tube and has got another with "wire" or metal stripe like particle in it too but all are parts from the tubes within itself nothing foreign... i am not sure if it be safe to power up those tubes ? if it happens to get shorted inside the tube will i fry my amp too ?

just gotten an UL very excited to fire it up and hear but am not taking any risk of losing this amp could anyone help ?

I wouldn't take the chance unless I tested the tubes for shorts. I have seen some tiny particles, maybe dust, etc,in the glass that affected nothing, but yours sound worse than that.
