I think my problem comes from playing a darker amp first, then switching to the Ocean. Then it sounds way too bright. When I start by playing the Ocean, it's still bright, but sounds good. Does that make sense? My perception is because of what I was comparing it to just a few moments before. I often good around and switch through several of my amps while playing.

Give a couple of RFT's a shot or JJ's.
The JJ will fatten it up better than the 9th gen Chinese. I had an ocean mod and tried a bunch of tubes. The best combo to my ear was the Tung Sol in V1, JJ in V2, Tung Sol in V3. That fattened it up and sounded killer. You can also try a Chinese in the V1 that also sounds cool. The JJ's are a darker sounding tube and will work great. The LPS to my ear made the ocean lose clarity. I really hated them in the ocean. I loved them in the HG Jose. I use this combination in brighter voiced amps/modded Marshalls, and it sounds perfect!
