BE 100 Volume loss Be/HBE- Clean still works fine

Was playing today and BE channel lost volume and gain, sounds super thin and almost no volume at all. Same with HBE. Clean channel maintained all volume and tone. Fuses intact.

Would this most likely be a preamp or power tube problem?
Suggestions on trouble shooting?
 
It's V2, or V3

Swap V1 and V2 tubes, to check V2. If that does not help, swap V1, and V3 to check V3.
