Al Carness the co-founder of the company told me that according to the serial number this guitar was completed in February of 1991, which means that it was very likely being constructed at the time of the December 26th, 1990 arson that destroyed their retail store and doomed the business.

It's nearly impossible to find a Valley Arts these days that doesn't have road wear. This one was lovingly played for many years and shows just about every sign of road wear you can imagine:

Neck's thin lacquer has some graying near the headstock
Fingerboard and Frets show little wear
Dents on the fretboard at the 4th & 9th fret under the first string
