I was just wondering why someone would replace a regular pop in type fuse with a solder in thermal type?
Thermal fuses??

Not sure, it's certainly unsafe as if you have a hot voltage going to ground and the chassis/you are ground referenced, you could be killed. PTC (positive temperature coefficient) components are intended for secondary protection to save discrete components from inrush current damage. They aren't intended for primary fusing.
