They won't hire high IQ candidates because it's known that anyone who thinks for themselves is likely to question bad orders or ignore foolish laws and statutes. So you get a bunch of dummies carrying guns and tasers dealing with dummies on the street, which works out to be a really bad combination.

I'd rather have a Sheriff who deputizes trustworthy citizens who actually live in the areas they patrol. I think it would work out much better because when you live in a hood it's easier to know who's up to no good.
