He skipped over the entire process of “declaring an emergency” to bring in the national guard

I don't think any of this is happening the way you say it is.
Texas is the one that wants to reverse the gerrymandering that has been happening for decades. And it's perfectly legal to do so.
"Misusing old immigration laws" is just leftist speak for what i said earlier- laws were left unenforced for so long that people think they are no longer legal. Sad state of affairs. It's also perfectly legal to withhold funding to states that don't follow federal law.
