I think the general population does not correctly corolate wattage to volume. it's headroom. I don't think many would run into a headroom issue at 50 watts though, or at least if you did it's not in an optimal situation.

I think some amps are more responsive to tubes than others. I also think that there is a difference between them from a tonal perspective.

the Orange 2x12 is exactly what you don't want. I would lean towards the aforementioned H30's but again you are chasing a Mesa tone.

mine are in my shop/studio I have to be under 100db at night, and generally I play/practice under that, but I play about that volume most of the time.
