Can you run a 16 ohm guitar cab w/a AXE FX ?
Or do you need powered wedges ?
And can you run an AXE II thru a series FX loop on a tube amp for FX ?
 
The AXE FX is just a processor. You need either a separate power amp to power guitar cabinets or you need powered wedges/monitors to amplify the signal.

You need a separate power amp. Nearly any will power a 16 ohm load, though SS power amps will be down on power with that load.

You can use a powered wedge and not need a separate power amp. With a wedge monitor, you will need to use cab sims.

Yes, you can use the Axe through an amp's series FX loop. Some amps will need a dummy plug in the input to pass sound (just stick one end of a cable into the input and leave the other end unplugged).
