Regular or fan fret? I would look at korean built Agiles and Legators for best value. $ for $ the name brands can't compete, especially used. Lots of people try them out and quickly move on so they are easy to find in good condition.
There’s a cheap Ibanez 8 string that’s like $400 . Rg228 is my fav guitar ever . This guitar tgats $400 is built like it except it has Ibanez pick ups and no locking nut . My student bought one and threw new pick ups in and it sounded phenomenal
And I would still buy one over a $600-1000 Jackson, LTD, Schecter, Ibanez. Then you're getting a $400 guitar for $625 instead of a $200-400 guitar for $600-1k;

I can’t help on budget options but I just got my first 8 string and absolutely love it.
I could see it being a big jump from 6 strings, but up from 7 it’s not a huge adjustment.
I was mostly just joking, sorry to tech and everyone ?. Last year had me believing Rondo had dropped them, but after watching inventory they sell out fairly quick when they get them in. I've been personally fighting with myself about getting the 9 or 10 string perihelion. I don't have a 9, so there's that. I have a 10, but it's scale length pretty much requires down tuning. So that's my first world problem of the week.
Back to the main point I would stick with guitars made by World Music Instruments Korea or Cort(ek) Indonesia. I have no personal experience with this guitar, but the "higher end" 8 string neckthrough from Harley Benton has been on my radar. Seems it offers a great value, sans electronics. It's a multiscale, though.
Can be. In my experience the older Korean ones and newest Indonesian ones are pretty good, but there is definitely gambling going on buying from covid era manufacturing.
