They need a mandatory 90 day jail term with no bail so they are out of commission long enough for ice to do at least most of its job there before outside funding bails them out and has them back on the street in 3 hours.
temp holding centers can be put up quickly if they need to.

Actually they should put the people funding this in prison with laws already in place.
They have already been following the trail, we should see something come of that soon.
Soros is the obvious one but there is a whole web of those involved with him so the trail is less clear cut and harder to nail down.
