Called an amp tech in Columbus (vintageamprepair.com) today he said likely an output tube like kurtstuff said. I'm dropping it off Monday and will get it back in a week. And the seller is going to pay for the repairs.

Sounds like the seller's a good sport.
I've had pre and power tube issues when shipping and
recieving amps. Especially if they're not packed seperately
and even once I had issues with power tubes brand new shipped seperately.
I feel ya bro, been there :( but itll work out

Before you do anything, can you contact the person you bought it from? Once you tamper with it, you may void any chance you have of having the seller resolve the issue. Just my 2 cents.

That's the advice right there.

Fuck! why does this shit always happen to me?
Fed Ex shows up @ 7:50 pm after I skipped my sons baseball game so I could check out my new amp. Unpack it and it is mint, just like described. Plug it in and switch it on and I hear a humming, which I find odd since it's on stand by. Well I flip the stand by switch and nothing but buzzing/static/noise(no not my playing).

Help?
WTF?
Any one? Bad tube. I found it odd that there was a piece of paper in the manual that said it contained extra preamp tubes in case there was a bad one. Well there were no extra tubes included...
Did you check the HT fuse? I have heard amps with DC referenced heaters still nake noise with a blown HT fuse? Just a thought
