I'd say 0 is 7 O'Clock and 10 is 5 O'Clock, which is also 17:00

Similar issue occurs if you use degrees of a circle and communicate across country lines. 180° would be around 2 out of 10, 0° would be about 8 out of 10. So when the American tells his Canadian friend that he sets his 2203 to 180° for gigs, the Canadian sets it to 82.2° (6 out of 10) and kills the front row.
