Dimebag tune

I've experimented a lot last days - especially with tune.

I want to "play" with Dimebag Darell tune.
I found somewhere on the net that he tuned down 1/4 step ( in D or E)
I tried this with my tuner ( Boss TU-80) and this is not possible ... I always got slightly out of tune.

Do you guys know a proper way how I can tune my axe in Dime tuning ?

He might've done that who knows, mostly he play in E & D standard, but I never really checked it with a tuner, just tuned up to whatever song I was playing to

Just tune down a half step to Eb and then plus 40 cent.

i'm pretty sure i've jammed to pantera songs along with the albums and was in regular standard tuning(s)...
