Do I need a cap job?

Heh, it's cool. It isn't bothering me much... can't hear it when I'm playing. I just wanna make sure that if it is a danger for causing any damage that I get it taken care of.
 
Its your tube sockets. Clean and retension. Bring it to a tech for a full maintenance. All jacks should be cleaned as well. It could be the self shorting jack if it happens without a guitar plugged in.

Too weird, almost sounds like whats kinda going on with my amp. I get weird alien noises when my bandmates gets texts, sometimes pick up foreign radio stations, and a lot of static noise when the reverb is turned up on either channel of my 95 Mesa Boogie Tremoverb that was converted to a head. Went to start practice last night, turned the effects loop control to be on for both channels, turned both channel volumes up halfway, turned both control knobs for effects loop to halfway and used the effects loop control knob on front of amp to control overall volume and the amp had like no volume or OOMPH?

Am I having trouble with my tremoverbs effects loop too? I'm having volume issues though, what is the send and mix level in the back of the amp? What do they do? Im also confused as to if the masterloop in the front of the tremoverb controls the master volume when using effects, then what do the original volumes do? Was only running a Boss NS-2 through the front end.
 
Clip isn't working. Most times random noises like you described are a tube issue, poor connection in the amp, dirty jack contact on a switching jack, noisy resistor, bad solder joint. If the noise gets worse as the amp gets warmer I usually look at tubes, resistors, or solder joints issues.

My Dual and my Lonestar made the same noises and it was a dirty effect loops jack. Jumper the upeffects loop with a good cable, see whats up-report back.
