Egnater Rebel 30 Head: Unable to bias to 40mA

So I bought this used Rebel 30 head. The OD channel sounded all fuzzy, so I retubed it.

I successfully set the EL84s to 40mA; however, I run out of pot trying to bias the 6V6s. I get up to 28mA and the pot is maxed out.

I think to myself, something wrong with the new tubes. So I put the previous ones back in and try to bias. Still maxes out around the same value.

What the heck could this be? I was counting on this amp to solve a lot of problems for me . . . not cause me problems. Please help!
 
The issue is resolved. It's supposed to be biased to 40mV NOT 40mA. I feel stupid now. Cheers.
