Fret Buzz With High Action?

I've been setting up my Peavey Predator, and the bridge saddles are raised all the way up, and I'm still getting fret buzz on the lower frets. I can't whack this guitar too hard because if this. Any tips for raising the action so that this lower fret buzz will stop and ring clear? I'm thinking a new nut, but I don't really know if it'll work or not.
 
Is the neck straight? Relief? Backbow? Are the frets worn badly? Divots? Open strings buzz?

if you can tell me:

-frets and nut conditions
-strings gauge used
-wich tuning
-action in mm both side
-truss rod / neck relief in mm

How is raising the saddle height going to affect the string height at the first few frets? If you need a new nut you need a new nut. I've replaced a few nuts for people here and there and it's not a terribly hard job. You don't even need to glue it. Graph Tech makes great nuts and their customer service is good as well.

Short of this, you could see if you can remove your nut so that you can place something under it. On my main guitar the thickness of a single 3x5 card was enough to stop fret buzz, so less is more!
 
Check the neck relief before you start getting all crazy with nut work. Your neck sounds like it's backbowed. Spend a few bucks at the local guitar shop and have it properly checked out/set up.

Probably the neck truss rod. Hold the guitar flat in front of you at eye level and stare down at the neck from the bridge looking at the edge of the neck. You should see a slight bow that bends in at around the 5th-7th fret....very slight....and some guitars play best with the neck almost perfectly straight, you have to experiment.
