Let's say that your best bud just handed you $750 cashola, and he wants you to put together a rack of used gear that's fairly reliable, flexible, and sounds pretty darn good. Don't have to worry about speakers, and it doesn't matter if the rack is stereo or not. And it doesn't matter to him if the rack is 6 inches tall or 4 feet tall.

So, what would you look for?

Is it an effects rack to use with a separate amp or you're just plugging into the rack and then out to speakers?

i would get a digitech 2120 with foot controller, an old peavey tube power amp, and an average 212 cab.

the 2120 is still hard to tweak, but relatively more user friendly than a 2101.

used marshall jpm-1 or ada preamp.

used tc.electronics g-major or yamaha spx 90/990.

used mosvalve or such power amp.

I'd try to get a Mesa studio preamp in there if I could.

This, but also consider an Intellifex, and a Rocktron Velocity

Mesa/Boogie Studio Preamp or Marshall JMP-1
Peavey Classic 50/50 or Mesa/Boogie 50/50
Rocktron Intellifex

Might push the budget a bit, but if you hold out, you should be able to build it with about $750.

I wouldn't build a rack with that budget. You'd do much better at that price point buying a head.....

I agree, but would add the JMP-1, especially since the ADA is so cheap these days, you can prob fit both in the budget if you look hard enough. Especially with the Intellifex being as cheap as it is. Don't forget the old Rocktron Chameleon and Voodoovalve. Those were great preamps as well.
