Guitar finish work question - Getting rid of a bunch of dots

A guitar I got in trade a while back - which was valued lower due to the condition - has a ton of assorted finish dots all over the front face of the guitar which you can see in the light or if you get up close to the guitar. It almost looks like the guitar was sprayed with something and it penetrated the finish resulting in all the little dots, the finish itself is smooth, nothing you can feel (and also scratched up as you can see). I’ve tried some normal guitar cleaning sprays in a different area and it didn’t do anything to lessen or remove the spots.

Any suggestions of things to try / products to try? I can get some different pictures if needed. I finally have some more free time to devote to doing guitar stuff outside of just practicing and I figured getting this one cleaned up would be a good starting point.
 
Looks like the beginning of clear coat failure. Nothing you can do to solve it except sand the clear off and reapply. Basically, there are gasses still being expelled in the base coat (color) that are causing the clear to let go. Not uncommon on resprays if the right amount of time between coats is not observed.

This is often seen in auto paint. Ever notice a car that looks like it has large scabs in the paint? That’s where this is headed.

Gotcha - ok definitely not something I can handle myself lol. I’ll track down someone locally and see if they can give me an idea on the cost associated... it’s purely cosmetic and doesn’t stand out unless you get really close or hold it in the light just right. I’m guessing the scratches in the finish are from someone trying to buff it out without using the right compounds
