First of all it was a joke.
2nd of all, Because we haven’t done it, and no one has an idea how to even go about it. It goes against literally everything that science has used as its guiding principles. (compared to time dilation which is real life)

You claim to have a doctorate, so you must be familiar with entropy?
Also hawking believed that to travel back in time, it would be creating another version of yourself, and as you also know, matter cannot be created

The Universe was created, that much I do know.
 
It was awhile ago. A guy told me that I should get a nice watch. A status symbol. I lost all respect for that person at that moment. That thought process is dead to me.

I’ve never understood or heard the Big Bang as starting from “nothing”.

But entropy also explains that time moves forward, not backwards
