searching on, "the state of ransomware in state and local government 2023":

"34% of state and local government organizations were hit by ransomware in 2024, a 51% reduction in the attack rate reported in 2023 (69%). Almost all (99%) state and local government organizations hit by ransomware in the past year said that cybercriminals attempted to compromise their backups during the attack."

edit: there are technologies available for immutable backups, and various data vaults that can protect and restore an organization's data to < 1 second before they were hacked...but it's complex and not cheap.
 
Most of those guys are already making 200k a year with the overtime. Which isn't mandatory. $77/hr. is gonna be a bit much for basically unskilled labor that can and will be easily replaced by automotons. Go to the wiki page for the port of Long Beach. They're widely cited as one of the least efficient ports in the world due to "Union protectionism" and lack of automation. A problem they are currently attempting to rectify. Like every other port in the world. Keep up or drown. That's the way it works.
