probably one of the old randall SS heads off ebay, like the RG100ES dimebag used.
 
You can get a number of great sounding tube amps for under $1000.

If you're willing to spend a grand, I would just get a tube amp like a 5150, Mark III, XXX or something of that nature; however, if you really want SS I would go with a Vetta, Peavey XXL or POD into a power amp.
 
I would go with an all tube amp. You have several in you're price range that are great for metal. You will get a much better tone with an all tube amp.

I know not solid state, but why not get a kick ass metal tube amp for a nice price. Hell I could probably talk him into $500 plus shipping. He has two and needs to sell both...

VH140C s are going pretty fast on ebay for 600+
