I agree 100% In fact, I wasn't totally knocked out by by Mindcrime when it first came out, for the simple fact that it WASN'T
Rage for Order. Of course, after a few listens to Mindcrime I realized I was in the presence of one of the greatest hard rock/metal albums ever created.

RFO was so different from anything I had heard, I had the same reaction when OM was released. OM seemed more conventional from a song stanpoint, but in the context of a concept album, it was a thing unto itself.
I guess I would call RFO far less normal
