You guys already covered my first picks. Dean DeLeo, Billy Howerdel, recent Paul Gilbert. Alex Lifeson gets a great sound with his Flanger IMO. I'm a big flange fan.

already been said a few times, but Mike Einzinger(spelling?) of Incubus doesn't get enough recognition...especially on the SCIENCE and Make Yourself albums. Awesome stuff.
 
The 90's were all about fx drenched guitars..

I love the wall of fuzz and mayhem guys like Kevin Shields, J. Mascis, used..

Billy Corgan used layers of fuzz, modulation, and wicked feedback

Dave Navarro is mostly associated with the early 90's and his leads were always soaked!

The 90's players brought on the stompbox revival IMHO...

Primus had all kinds of freak out fx going on at any given time..Larry Lalonde piled them on!

John Frusciante may have the biggest live pedal board I have ever seen.

Korn always have tons of screwd up fx as well...
