I just ran into the exact same problem on my Kahler. That small wedge is a piece of Nylon that is installed by the factory. It's to adjust where you want your whammy bar to stay in a "fixed" position.
It happened when I thought I was adjusting the spring tension while attempting to set my guitar for C standard. However, I was actually adjusting the whammy bar "arm tension set screw" instead. This causes a factory pressed nylon piece to put tension on the whammy bar. I fixed it by completely removing the set screw and using a small allen wrench to push it back over. (I only figured all of this out after completely removing the kahler from my guitar because I was a nervous wreck)

"When you screw this down into the cam, it uses the sharp wedged point to split a piece of special nylon arm clutch material that is pressed into the CAM at the factory. When the nylon log is split, 1/2 of it gets pressed up against the arm threads to keep it taught and it will stay where you left it. The clutch is adjustable from 100% loose to 100% tight. The nylon material is an integral part of the CAM and cannot be replaced. You must replace the complete cam if the arm clutch wears out. It should last 20 years or more with average use."
