Recording program lags; low latency

I have a Dell Inspiron 15 and am recording using Sonar Cakewalk X1. Program often lags (during recording and playback), has awfully low latency, can't keep up with all my MIDI tracks, and sometimes drops the audio. I know this is probably a bad computer to be recording with all together, but will anything help improve these problems? Is the answer in an expresscard such as the Echo Indigo DJx, a USB audio interface, or a whole new computer in all?
 
What audio interface are you using? Using the internal sound card on any computer will not give good results. You need a dedicated external interface, either USB or FireWire.
 
Don't know what operating system you're using but do a web search for optimizing windows for audio recording. There's a bunch of tweaks you should be able to do to optimize your system.
 
get a good external interface, use the ASIO driver, ditch cakewlk for Reaper, if all else fails, get a better PC!
 
hey redrol do you have to access the BIOS during the booting process... I feel stupid asking that, but from what I remember on my older desktop I never seen speed step inside the BIOS if thats indeed where I was looking.

Yes during boot, right when you see the screen first turn on. I think inspirons use the F2 key to get into the bios. After that you want to disable SpeedStep and/or any C1 states. Also anything 'low power'.
