Rocktron Midi Mate phantom power ?

Is there any way to test if phantom power is being supplied through a midi cable with a voltage meter or something. I have a rocktron midi mate and the rocktron midi cable with 5 pins + the 9v input on one side and seven pins on the other. Usually I just plug in the midi cable and the midi mate will power right up. Last night I got nothing. If I plug the power supply straight into the midi mate it works. Either the cable is screwed up or the midi in on the midi mate. Has anyone had this problem?

Multimeter test for vdc on whatever pins they are supposed to be on. My guess would be the cable though.
