i use the dyno my roto for swirlies in that department, not the most flexible but does the trick for me

Flanger? Alexander neo F13.
Small, fits your budget.
16 Presets, and full midi control if you need/want it.
Not sure if it does chorus sounds however ALL of my alexander pedals that have modulation thoughtfully allow you to dial it in alone as well.
Edit: on TGP alexander gave me tips how to set up F13 for chorus. It DOES do it.

I use a TC Electronic Dreamscape. Its a John Petrucci signature pedal that does Chorus/ Flanger/ Vibrato. Its got 2 modes for each effect plus a tone-print slot. I think its great and no, I'm not much into Dream Theater!
