I'm not a lawyer, but I would think that the power cable and footswitch originally came with the amp when it was first sold.

My take is that, unless he specifically put in the ad that NO CABLES were included, through course of dealing on web sales forums, those cables are a part of the amp
and should have been included. Since they were not, if it gets to the point of last-ditch effort, you may have grounds to reject the whole sale because it was incomplete upon delivery and ask for your money back in exchange for shipping him back the amp on his dime.

I've definitely forgot to include a power cable before, and actually as of late forgot a damned footswitch, I've always tried to the best of my abilities to make things right on something that wasn't the buyers fault though...

Ive forgot to pack an amp or effect with the power cord and just wrap it up and put it in a Priority flat envelope and ship it for 5 bucks or refund what it cost at GC. I feel the cord IS part of the deal. I have so many around here that if someone I have dealt with before honestly forgets then its no biggie.

Yep. The power cord definitely is part of the deal. Did the DB seller not get a power cord with the amp when he first bought it himself? And assuming he got the footswitch along with the amp, the same goes for it. Would anyone buy a new amp at Guitar Center or anywhere else without a power cord? That guy was being a complete moron over something very simple that any Craigslist or Ebay noob should know better than doing IMO. If someone tried that with me in person, I'd probably have to kick him in the taint until he puked.
